Key requirements

Creates Luxembourg's beneficial ownership register (RBE). All Luxembourg companies, partnerships and other legal entities must register their beneficial owners. The 25% threshold determines who counts as a beneficial owner. Public access rules changed following EU court decisions , access is now restricted to those with legitimate interest. Administrative fines up to €1.25M for failures to register.
